Why living in the Gulf changes your application
Most Canadian visa advice is written for people applying from their home country. If you live in Dubai, Riyadh or Doha on a residence permit, your situation is different. Your job, your home and often your family are in one country, while your passport, your property and your long-term plans may be in another.
A Canadian visa officer looks at all of it to decide one thing: whether you will go home at the end of your visit. For a Gulf resident, "home" has two meanings, and a strong application explains both. That is what these guides are about.

IRCC publishes processing times by the country you apply from, not by your passport. A Filipino nurse in Kuwait and a Filipino engineer in Dubai can wait very different lengths of time.
